CESIUM (Project)

CESIUM has been built with safeguarding professionals as a tool to assist in the complex risk assessment and decision making associated with safeguarding children.

The ethical AI driven platform allows multi-agency data and information to be shared, integrated and analysed securely, surfacing insights and areas of concern more quickly than human analysis is able.

• Identify and assess at-risk children who are known to the safeguarding partnership, but may have been missed because they have not yet been referred by a partner agency
• Support an increase in operational efficiency for tackling child exploitation

• A priority list of those children most at risk
• Individual profiles for each child, which gives you a view of all information known about the child across all agencies
• Text analysis of keywords across all data held on an individual, allowing you to identify potential risks more quickly
• Oversight of the network of people a child has been associated with by local agencies, flagging if they are known to someone of concern

CESIUM has been developed for all types of exploitation, whether criminal or sexual.

1. Our team of subject matter experts and technical developers works with you to understand your exact requirements.
2. We identify the databases used by a partnership and create a plan for their integration within a secure cloud. This database integration includes collating available data from other agencies involved in safeguarding children in your area.
3. After completing the database integration, we deploy ethical and explainable AI models to extract the rights insights from the data to support your MACE decision-making needs, including the children most at risk in your area.
4. Insights are presented to you via CESIUM in a user-friendly interface, allowing you to search, visualise and explore the insights and data.

CESIUM was initially funded by Innovate UK in 2019-2021 where it began its journey of ethical AI innovation. To ensure that CESIUM is robust and fit for purpose, we have engaged across the UK’s safeguarding network. Activities in CESIUM are being shared with the data analytics workstream of the National Police Chief’s Council (NPCC) to complement their current approach.

CESIUM is also supported by NWG Exploitation Response Unit – a charitable organisation formed as a UK network of over 14,500 practitioners who disseminate information through their services, to professionals working on the issue of child sexual exploitation (CSE) and trafficking within the UK.
